You Answer This High-wire Question

Matt from Brooklyn Park e-mailed this question, and I know someone out there has the answer.

"Why do some high voltage transmission lines have those balls hanging from them? Example of this is at Highway 610 at the Mississippi River bridge in Coon Rapids?"

I've seen it, you've seen it, so what's the deal?   Answer in the comments!

UPDATE: The answer is: the balls are so low flying planes see the high voltage wires.  Here's an example of the product.  At my old TV station, our news helicopter got in a crash with high-tension wires and the pilot died, so it's a real danger.

    Does it have to do with wires over water?  like if the line went down it might float. Juat a guess. When will we find out the real answer?
